The direct answer to this from a biblical point of view is yes and it would be consistent with what God calls an abomination. Which is to say it is disgusting to God. Harsh this may be, but the reality is a person who is transgender is in dispute with Gods very creation of them.
It is to say God made a mistake in creating a person with the gender they have, and that a person knows better what they should have been. It is to say that man will correct Gods creation with surgery, which in and of itself is in denial of Gods sovereignty in creation.
It is a more reasonable reality, that the enemy (Satan) places these thoughts and feelings in the mind to create confusion and ultimately these actions that are offensive to the creator himself.
The closest relationship to being transgender in scripture is that of homosexuality, in antiquity there was no such thing as sex changes, but homosexuality has been around through the ages.
Leviticus 18:22–25
22 Thou shalt not lie with mankind, as with womankind: it is abomination.
23 Neither shalt thou lie with any beast to defile thyself therewith: neither shall any woman stand before a beast to lie down thereto: it is confusion.
24 Defile not ye yourselves in any of these things: for in all these the nations are defiled which I cast out before you:
25 And the land is defiled: therefore I do visit the iniquity thereof upon it, and the land itself vomiteth out her inhabitants.
Leviticus 20:13
If a man also lie with mankind, as he lieth with a woman, both of them have committed an abomination: they shall surely be put to death; their blood shall be upon them.
These two verses have historically been interpreted by Jews and Christians as clear overall prohibitions against homosexual acts in general. More recent interpretations focus on its context as part of the Holiness Code, a code of purity meant to distinguish the behavior of Israelites from the polytheistic Canaanites.
Romans 1:26-27
26 For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature:
27 And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly, and receiving in themselves that recompence of their error which was meet.
