The Exodus account of bearing false witness is the same as lying, particularly in the context of the period this edict was given.
Bearing false witness (perjury) was always prohibited according to the commandement against bearing false witness, which was considered the same as lying, as depicted in the Proverbs, the seven things the Lord hates.
Proverbs 6:16-19
16 These six things doth the Lord hate: yea, seven are an abomination unto him:
17 A proud look, a lying tongue, and hands that shed innocent blood,
18 An heart that deviseth wicked imaginations, feet that be swift in running to mischief,
19 A false witness that speaketh lies, and he that soweth discord among brethren.
The Bible is clear that lying is a sin and is displeasing to God. Even though the ninth commandment against bearing false witness (Exodus 20:16) is not explicitly stated in the word lie, it is understood that its meaning is rooted in lying.
In the early church, Ananias and Sapphira lied regarding a donation in order to make themselves look more generous than they really were. Peter’s rebuke is stern: “Ananias, why has Satan filled your heart to lie to the Holy Spirit?” God’s judgment was sterner: the couple died as a result of their sin of lying.
Colossians 3:9 says, “Do not lie to each other, since you have taken off your old self with its practices.” Lying is listed in 1 Timothy 1:9-11 as something practiced by the lawless. Furthermore, liars will be among those judged in the end (Revelation 21:8). In contrast, God never lies (Titus 1:2). He is the source of truth. “It is impossible for God to lie” (Hebrews 6:18).
There are many verses in the Bible dedicated to lies and the consequences of it. Its important not to confuse figure of speech with intent or interpretation.

Proverbs 12:22 - Lying lips are abomination to the LORD: but they that deal truly are his delight.
Psalms 101:7 - He that worketh deceit shall not dwell within my house: he that telleth lies shall not tarry in my sight.
Colossians 3:9-10 - Lie not one to another, seeing that ye have put off the old man with his deeds;
Luke 8:17 - For nothing is secret, that shall not be made manifest; neither any thing hid, that shall not be known and come abroad.
Proverbs 12:19 - The lip of truth shall be established for ever: but a lying tongue is but for a moment.
1 John 2:4 - He that saith, I know him, and keepeth not his commandments, is a liar, and the truth is not in him.
Ephesians 4:25 - Wherefore putting away lying, speak every man truth with his neighbour: for we are members one of another.
John 8:44 - Ye are of your father the devil, and the lusts of your father ye will do. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it.
Exodus 20:16 - Thou shalt not bear false witness against thy neighbour.
1 John 1:9 - If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness.
Revelation 21:8 - But the fearful, and unbelieving, and the abominable, and murderers, and whoremongers, and sorcerers, and idolaters, and all liars, shall have their part in the lake which burneth with fire and brimstone: which is the second death.
Proverbs 24:28 - Be not a witness against thy neighbour without cause; and deceive not with thy lips.
Proverbs 19:5 - A false witness shall not be unpunished, and he that speaketh lies shall not escape.
Matthew 15:18-20 - But those things which proceed out of the mouth come forth from the heart; and they defile the man.
