The definition of the word “explicit” is to state clearly and in detail, leaving no room for confusion or doubt.
Over time, language has changed, particularly the English language. When you consider the etymology of language and the context of the Bible, there are explicit claims made about Gods sovereignty and His existence before the Universe. Because we have different ways to express ourselves today, the discipline of interpreting scripture is necessary. This is referred to as exegesis, this discipline reveals the specific meaning behind words used during the period.
The bible does make the reference to God creating the Universe and the World. There are many ways to say the same thing, which again, is explicit.
You can glean the information in the following manner. Man is a finite creature, which limits our ability to releate to an infinite being. That said, consider these scriptures.
Genesis 1
The Beginning of creation attributed to God
1 In the beginning God created the heaven and the earth.
2 And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters.
Isaiah 40:11–28
The Bible indicates in several places that the universe has been “stretched out” or expanded. Isaiah 40:22 teaches that God “ stretches out the heavens like a curtain, and spreads them out like a tent to dwell in.
Isaiah 40:22
It is he that sitteth upon the circle of the earth, and the inhabitants thereof are as grasshoppers; that stretcheth out the heavens as a curtain, and spreadeth them out as a tent to dwell in:
Isaiah 42:5
5 Thus saith God the Lord, he that created the heavens, and stretched them out; he that spread forth the earth, and that which cometh out of it; he that giveth breath unto the people upon it, and spirit to them that walk therein:
” This would suggest that the universe has actually increased in size since its creation. God has stretched it out. He has expanded it (and is perhaps still expanding it).
Isaiah 40: 12–14, 25–26, 28
Here in these accounts in Isaiah, God makes reference to fact that no one taught Him to be God.
12. Who hath measured the waters in the hollow of his hand, and meted out heaven with the span, and comprehended the dust of the earth in a measure, and weighed the mountains in scales, and the hills in a balance?
13 Who hath directed the Spirit of the Lord, or being his counsellor hath taught him?
14 With whom took he counsel, and who instructed him, and taught him in the path of judgment, and taught him knowledge, and shewed to him the way of understanding?
25 To whom then will ye liken me, or shall I be equal? saith the Holy One.
26 Lift up your eyes on high, and behold who hath created these things, that bringeth out their host by number: he calleth them all by names by the greatness of his might, for that he is strong in power; not one faileth.
28 Hast thou not known? hast thou not heard, that the everlasting God, the Lord, the Creator of the ends of the earth, fainteth not, neither is weary? there is no searching of his understanding.
Isaiah 41:4
4 Who hath wrought and done it, calling the generations from the beginning? I the Lord, the first, and with the last; I am he.
Isaiah 43:10–11
10 Ye are my witnesses, saith the Lord, and my servant whom I have chosen: that ye may know and believe me, and understand that I am he: before me there was no God formed, neither shall there be after me.
11 I, even I, am the Lord; and beside me there is no saviour.
Isaiah 44:6
6 Thus saith the Lord the King of Israel, and his redeemer the Lord of hosts; I am the first, and I am the last; and beside me there is no God.
Job 38:4–41
Here is Job God makes references to His creation that includes the stars and the Universe itself.
4 Where wast thou when I laid the foundations of the earth? declare, if thou hast understanding.
5 Who hath laid the measures thereof, if thou knowest? or who hath stretched the line upon it?
6 Whereupon are the foundations thereof fastened? or who laid the corner stone thereof;
7 When the morning stars sang together, and all the sons of God shouted for joy?
8 Or who shut up the sea with doors, when it brake forth, as if it had issued out of the womb?
9 When I made the cloud the garment thereof, and thick darkness a swaddlingband for it,

John 17:5 & 24
Jesus refers to being with God before the creation of the world itself.
5 And now, O Father, glorify thou me with thine own self with the glory which I had with thee before the world was.
24 Father, I will that they also, whom thou hast given me, be with me where I am; that they may behold my glory, which thou hast given me: for thou lovedst me before the foundation of the world.
Hebrews 11:3
Paul’s reference to worlds, means more than one, or that which is in the Universe.
Through faith we understand that the worlds were framed by the word of God, so that things which are seen were not made of things which do appear.
